Failed delivery

Hi,
I just got the info that there was a delivery attempt today.
Neither did I get an info, nor do I see the attempt on our camera. How do I contact china post for another delivery.

It's delivered by your local postal service. You need to contact your local post service to ask for a redelivery.

Package says "inbound failed" (2 replies)

My package sent from Peking to Berlin via SF.Express. says "inbound failed" after it is out for delivery in Germany.
I would like to know what exactly does this mean, like shouldn't inbound failed means that the package is stuck at custom? Is it even possible that a package is inbound failed after it is out for delivery?
Also, I would like to have suggestions on what to do and who to contact next.
