I ordered a package and it has been sitting in Suzhou EMS for about a month now. They have sent a URL to fill out information (which I have done) but it continues to fail. They state that a letter was sent to me with instructions but that never arrived and they won't send it again. What are the procedures to submit the paperwork needed?

I have received a message from USPS that it is held at suzhou customs, but China post says it hasn't left the US yet. The information is strange and mixed. When USPS notified me of its arrival at suzhou, the Chinese part said it was awaiting inspection, but when I checked again today the message changed, and the last Chinese entry goes back to june 2
