EH03221501 has been stuck at Shenyang customs since April 1

I sent an EMS package containing a letter from U.S. to China. It's been stuck at Shenyang customs since April 1. The tracking number is EH032215011US. It's waiting to collect tax from the receiver. Unfortunately the receiver is not able to respond due to special situation.
Could you explain why it requires tax collection on a letter? Thanks!

Hi Emily,

The tax will be paid according to the value of your items for letters sent from the United States to China. Because the threshold of tariff is RMB 50, if the value of sending the package back to the country reaches 50 yuan, you need to pay the tariff.

For example, if you put photos or letters inside the letters, you need to pay 50 yuan.

Hey, I ordered a package on 20th December (Over 1 month ago) to the UK

When I check the tracking for my parcel (LZ578653088CN) - It keeps being dispatched from the Office of Exchange in Shenyang, and then being returned the following day.

Could you please check what is happening and why the parcel keeps being returned? If things are progressing, I am happy to wait, but if the parcel is stuck I would like to request a refund from the seller.
