china post tells me the flight number only 3S510-TRUCK. but no information if the package is lost or if its possible that it still arrives

My package has had no movement whatsoever for over a month. Is it lost? It was a very expensive item, so I am going to open a Paypal dispute if it is lost. Tracking is LY697095844CN. Thank you.
