Dongguan return to the proper vote.
My tracking number is LO038984825CN.
My yanwen express tracking is VR101912117YP.

Can you explain what has happened ?

It was returned back to the sender on August 14. You'd better contact the sender to send it again by using a different way or refund you as soon as possible.
