I sent a letter to Shandong university,the tracking status says it was delivered on 11tg but the recipient has not yet gotten it.

The tracking number is RR007389191KE...There were two attempted deliveries but the third time it was successfully delivered but the recipient says she hasn't received it yet.Thank you in advance.

You'd better contact the recipient and let him/her to call China Post hotline 11185 to reflect the situation and ask who accepted the package. It should have a signature if other people accepted it.

Do you mean you have contacted the recipient and he/she said hadn't received it? Sometimes, the carrier tries to deliver but the recipient missed the call.
