delivered empty package

my package came very late , which is fine. But when i opened the case their is nothing in it. No hydrollic drill. you can tell by the wieght paided that they never mailed one. how do i recover my money and report and stop others from same theif?

Where did you buy it? Can you open a dispute to get refund through the platform where you bought it or through Paypal if you paid by Paypal?
