Parcel CL044412827RU with some goods that I'm returning to the chinese seller is stuck at the chinese customs. They ask for bill and declaration, how do I get in contact with them ? Where should I send declaration for customs? Inside the package there's a original order details - all the stuff and prices of the goods returned.

You couldn't get connected with the customs in China from Russia. You need to let the receiver in China to ask the customs what he needs to do to get it. In normal, he should have received the notice from the customs. If no, let him call China customs service number 12360 to check.

I am sending a parcel to China with shipment number CY286806193DE, and the parcel is in customs for the last 3 months.
I understand the customs declaration materials should be submitted. But the customs declaration forms stating the details you mentioned in the last answer (importer details, goods description, value...) is attached on the surface of the parcel in an envelope.
The DHL asked us - the sender - to provide these details when we sent the parcel.
Could you please check the parcel again and see the documents attached.
Is there any other problem with the package?
