Custom contact/declare/no contact or info

Hi,
I am sure I am not the first person facing this frustration.
EF730154075IE this is held in custom and inspection since 19/03/2021. The receiver tried many to solve this so called inspection, provided custom list, went there for clarification how to pay taxes (if applicable) she dont get any clear info. China post also said contact "clearing agent" but none are accepting it, the custom do not take calls if they did is very vaguely direction.
The receiver dont have any option than return the parcel back to me? What will happen now?. The status still say Held for customs inspection! Ref NNGJYCLZX.
