I’ve purchased something from china and Currently it says “CONSIGNMENT RECEIVED BY OVERSEAS FORWARDER” what does this mean ?

You'd better provide the tracking number in order to check it for you.

“CONSIGNMENT RECEIVED BY OVERSEAS FORWARDER”usually means it has been got by your local courier.
