Can I Request Copy of Duties in China on Package Shipped From US

I sent a USPS Priority package to China on Dec. 20, 2016. The customer claimed they never received it and filed a claim with PayPal. Three days later I received confirmation of delivery. The customer is not responding to my emails or to PayPal and is trying to keep the items and the money.
I need something with a signature to prove delivery to the customer. Is it possible to get a copy of the custom's form signed by the recepient?
