Can Any one make a post using EUB Epacket?

I am confused, i did some research and some said that epacket is only exclusive to Ebay Seller. is it true??
if not, can i go to any post office to send this postage?
I live in Hong kong, if i go to Shen zhen will i able to make this postage??

There are some delivery agencies in Shenzhen who could help you post using EUB although you are not a eBay seller.

Sending a ePacket to Denmark is
25 RMB for the package?
And 0.06 RMB/gram up to 2000g?

So let's say I send a package that's 1850g it's 25 RMB + (1850*0.06) = 136 RMB
I just want to make sure that I understand correctly :)
