Attempted delivery where is my parcel

I’ve sent a parcel from Germany to Shanghai - the tracking number is RT094148215DE
Now it says attempted delivery but what does that mean and where is my parcel right now?

Is it shipped by Deutsche Post Mail? We don't find any tracking information for it.
