If you don't get it, you need to contact the seller to ask for the new tracking number in France. Then, use the number to check with the post service of France about the address they delivered to. If the seller doesn't reply you, you can only try to contact your bank or visa company to ask for a charge back. Or, open a dispute from the platform you buy it to get refund in time.

Dear China Post, I haven't received any answer from you regarding this parcel.
The tracking number mentions that my parcel was delivered, but I checked with all my neighbors and potential delivery points, impossible to locate this parcel delivered on march the 8th. I cannot get from the supplier any more information and I guess that someone has signed for this parcel, document I cannot get in order for me to investigat*e further.
