Did not get package

Tracked package and it said it was delivered, but no package was delivered to my address I have informed delivery from USPS. I have tried to get the USPS tracking number with no luck. I would like either another package sent or a refund. I have waited almost a month for my items AT346454902CN

I have a package coming from China Post with tracking AT015954627CN. When I look up the status of the package it shows delivered on October 13th.
